Launching the events of the 23rd annual international conference of the Faculty of Law, Mansoura University, “Legal and Economic Dimensions of the Litigation System in the 21st Century”

The events of the 23rd annual international conference of the Faculty of Law, Mansoura University, were launched on April 21, 2024, entitled “Legal and Economic Dimensions of the Litigation System in the 21st  Century,” during the period from April 21 - 22, 2024, at the Faculty of Law, Mansoura University.

In the presence of Prof. Cherif Youssef Khater - President of Mansoura University, Prof. Tarek Ghalwash, Vice President of the University for Graduate Studies and Research, Prof. El-Sayed Abdel Khalek, former Minister of Higher Education, Prof. Muhammad Anas Gaafar, former Governor of Beni Suef, Prof. Reda Abdel Salam, former governor of Sharkia, Prof. Walid El-Shenawy, Dean of the Faculty of Law, Prof. Ibrahim Abdullah, Vice Dean of the faculty for Postgraduate Studies and Research, Prof. Ahmed Lotfy, Conference Rapporteur, Mr. Mohamed Abdel Latif, Secretary-General of the University, faculty deans, department heads, Counselor Abdullah bin Ibrahim Al-Khudairi, Vice President of the Judicial Inspection of the Supreme Judicial Council in the Kingdom of Saudi Arabia, judicial authorities and bodies, researchers and conference participants from Arab countries

Prof. Cherif Youssef Khater said that Egypt has recently witnessed great development in all fields and at all levels, including electronic litigation, especially the digital transformation of this system, considering that the digitization of litigation procedures and outcomes is one of the basic factors for the sustainable development strategy and achieving Egypt’s Vision 2030, in addition it entered into the objectives stipulated in the National Human Rights Strategy launched by His Excellency President Abdel Fattah El-Sisi last September. The government also took advanced steps towards developing the litigation system and implementing its plan regarding digital transformation for various parts of the state.

He pointed out the importance of digitizing the Egyptian litigation system, and suggested starting to prepare legislation regulating electronic litigation procedures and involving all actors in the litigation system.

Prof. Tarek Ghalwash said out that the conference’s topic is of great importance in light of a changing world through digitization, digital transformation, and global changes, which requires establishing the rules of justice and facilitating litigation procedures. Therefore, the conference is a great opportunity for researchers, through discussions, to establish the rules of justice for all parties and institutions to maintain peace. Social Security also praised the role of international conferences organized by the Faculty of Law, which contribute to raising the university’s international ranking.

Prof. Walid El-Shenawy said that developing the litigation system in a way that guarantees citizens effective judicial protection will allow the individual to enjoy justice and be reassured of his rights and freedoms. Choosing this important topic coincides with a new start for the Egyptian state, and allows the state to consolidate its rule to move towards the future with well-established steps, he added that developing the litigation system contributes to providing an attractive environment for foreign direct investment to secure the economic future and provide a modern litigation system that keeps pace with modern developments which is a necessary requirement to reassure foreign investors.

Prof. Ibrahim Abdullah explained that the justice sector witnessed the implementation of a new litigation mechanism based primarily on the use of modern technology in its judicial procedures, and that introducing a system of digital and technological transformation into the justice facility in a good manner will contribute to achieving the goals of sustainable development and the vision of the Egyptian state 2030, as it places governance and adherence to laws, rules and procedures under the rule of law and an institutional framework as a necessity to achieve transparency and accountability and confront all challenges that hinder the full functioning of the justice facility. The Egyptian litigation system has witnessed some applications of technological transformation.

Prof. Ahmed Lotfy pointed out that the Egyptian state has adopted digital transformation strategies and put them into practice, so the Faculty of Law was keen to present analyzes of researchers in the legal and economic fields of the dimensions of the technological revolution and its effects on the judicial facility and the various sectors of the Ministry of Justice, considering that facilitating litigation and overcoming the obstacles of the traditional litigation system, by expanding the use of electronic litigation platforms and virtual courts in appropriate disputes, is an intended goal among the strategic goals of the Egyptian state in the coming years.

It is worth noting that the conference witnessed the submission of more than 60 researchers with distinguished scientific research from various countries ,and the best 28 scientific research was selected in various branches of legal, economic and Sharia studies, presented by researchers from ten countries: Egypt, Saudi Arabia, Iraq, Algeria, Emirates, Palestine, Jordan, Kuwait, Sultanate of Oman, United States of America.
