Mansoura University Council Holds its Periodic Meeting in the Presence of the Governor of Dakahlia

Mansoura University Council approves:

 Establishing an exhibition of school supplies, stationery, laboratory and engineering equipment at discounted prices for 15 days to support students

 Starting studies in the "Networks and Cybersecurity" program and accepting 400 students during the 2026/2027 academic year

 Approving the curriculum for the Mathematics and Artificial Intelligence program at the Faculty of Science (MAI)

 Establishing and operating the "Mansoura University Innovation and Entrepreneurship Valley"

 Establishing an "Arts Kiosk" at the university in cooperation with the Academy of Arts

The Mansoura University Council held its meeting today, Monday, August 31 The University Council held its 642nd session in 2026, chaired by Prof. Cherif Khater, the University President, and attended by Major General Tarek Marzouk, Governor of Dakahlia, and members of the council.

 Prof. Cherif Khater opened the session by extending his sincere congratulations to President Abdel Fattah El-Sisi, the members of the University Council, and all members of Mansoura University on the occasion of the Prophet's Birthday (Mawlid al-Nabawi). He prayed to God Almighty that this occasion would return to Egypt and its people with goodness, security, and stability, and that He would protect the nation and support its progress and development.

 The University President also expressed his gratitude and appreciation to the university leadership, faculty members, staff, and students for their efforts during the past period. He emphasized the importance of continuing work and coordinating efforts as the summer break draws to a close and preparations begin for the new academic year 2026/2027. This will ensure that all university sectors, colleges, and facilities are ready to receive students and that classes will commence on the first day.

 Prof. Cherif Khater, on behalf of the Mansoura University Council, expressed his deepest condolences on the passing of Dr. Ibrahim Saber, Chairman of the Board of Trustees and Founder of Horus University, praying that God Almighty grant him His mercy and inspire his family, loved ones, and friends with patience and solace.

 The University President also congratulated Prof. Mohamed Ali Shata on the issuance of the presidential decree renewing his appointment as Dean of the Faculty of Agriculture, wishing him continued success in his efforts to advance the faculty and improve its performance. He further congratulated Prof. Mosaad Salama on his appointment as Acting Dean of the Faculty of Arts, wishing him success in his duties.

 The University President emphasized the importance of expediting all preparations for the start of the academic year, including maintenance and efficiency improvements at faculties, facilities, university dormitories, and other amenities. He stressed the need to ensure the readiness of classrooms, laboratories, and lecture halls, adherence to safety and security requirements, and attention to cleanliness and overall appearance, guaranteeing that the university facilities are fully prepared to receive students.

 The President also affirmed the university's commitment to these preparations. He also emphasized the importance of a smooth system for receiving new students, providing them with the necessary support and guidance, introducing them to colleges, programs, services, and activities, streamlining procedures, and reducing overcrowding. He stressed the need to continue preparations for medical examinations, provide necessary facilities, and ensure efficient organization and swift completion of procedures.

 Prof. Cherif Khater emphasized the necessity of providing support and facilitating access for students with disabilities, taking into account accessibility requirements and ensuring easy access to university facilities and services. He also stressed the importance of reviewing college needs and addressing any obstacles to student movement and participation in activities, thereby promoting equal opportunities and providing an inclusive and supportive university environment.

 The university president affirmed that student activities are a fundamental component in building a student's character. He emphasized the continuation and development of cultural, artistic, sports, scientific, social, and volunteer programs, as well as leadership development programs. He also highlighted the organization of new student orientation events and the university's participation in the 14th University Youth Week for public universities and higher institutes, scheduled to be hosted by Minya University in September. He noted the involvement of the university's student union and representatives of the "Students for Egypt" family in developing the orientation plans, activities, and events.

 The university president noted the continued support for financially disadvantaged students through the Student Solidarity Fund, which includes contributing to tuition fees, dormitory fees, and the cost of e-books. He emphasized the university's commitment to providing necessary social support and ensuring that financial circumstances do not hinder students from completing their studies.

 For his part, Major General Tarek Marzouk, Governor of Dakahlia, began his speech by extending his sincere congratulations to President Abdel Fattah El-Sisi and the great Egyptian people on the occasion of the Prophet's Birthday, wishing Egypt and its people continued blessings and prosperity. He affirmed that the unprecedented national and developmental projects underway in Egypt reflect the wise vision of the political leadership in building the new republic, and prayed that God would grant Egypt continued security, stability, and prosperity.

 The Governor expressed his appreciation for the outstanding efforts of Prof. Cherif Khater, President of Mansoura University, commending the close strategic partnership between the Governorate and the University, which has positively impacted the development of services provided to citizens. He emphasized that Mansoura University is a pivotal partner and key supporter of the executive branch in achieving sustainable development plans.

 The Governor also extended his greetings to the Vice President of the University, the deans of the faculties, and the faculty members, praising their contributions to the implementation of development and service projects. He also commended the positive role of the university's students as exemplary role models and the hope of the future, affirming that the partnership between the Governorate and the University is a successful model of institutional integration and improved service quality. He reiterated the commitment to continued coordination and cooperation between the two sides to achieve the goals of Egypt's Vision 2030. The Council reviewed a report on the most prominent activities and achievements of the University during the past month before discussing the items on the agenda. The Council discussed the items on its agenda, which included several academic and organizational decisions. It approved the report on the progress of the educational process in the university's colleges for August 2026.

 The Council approved the awarding of academic titles and appointments as follows: 24 professors, 29 associate professors, 17 lecturers, one assistant consultant, and one fellow.

 As part of developing academic programs and future specializations, the Council approved the curriculum for the Bachelor of Science degree in Mathematics and Artificial Intelligence program at the College of Science (MAI), a credit-hour system, as a fee-based, specialized program. The Council also reviewed the report of the committee formed to assess the readiness of the College of Computers and Information to launch the "Networks and Cybersecurity" program. The committee recommended launching the program and admitting 400 students during the 2026/2027 academic year.

 The council also approved the internal regulations for the undergraduate program in International Hotel Management under the European Credit Transfer and Accumulation System (ECTS) and the dual degree program between Mansoura University and Vatel College of Hotel Management and Tourism. Additionally, it approved the internal regulations for the postgraduate program in Master of Business Administration (MBA) in International Hotel Management under the ECTS system.

 The council approved a proposal to award the top three students in the Mansoura-Manchester Clinical Pharmacy program scholarships in the form of tuition fee reductions for the semester following their academic excellence, starting from the 2026/2027 academic year.

 In the area of ​​supporting innovation and entrepreneurship, the council approved the proposed concept for establishing and operating the "Mansoura University Innovation and Entrepreneurship Valley." This initiative aims to enhance the university's efforts in supporting innovation and entrepreneurship and to encourage students and researchers to develop ideas and projects into viable applications.

 Furthermore, the council approved a proposal to establish a cooperation protocol between the Medical Research and Regenerative Medicine Center of the Ministry of Defense and Mansoura University. This protocol will support scientific, research, and medical collaboration and facilitate the exchange of expertise in areas of mutual interest. The council also approved, in principle, a cooperation agreement between the university and the "Research 4 Life" organization, aimed at providing access to free scientific resources to support researchers and postgraduate students.

 The council approved a proposal to renew the joint cooperation protocol between Mansoura University and New Mansoura University in the areas of training, continuing medical education, and clinical training, thus supporting cooperation and integration in medical and training fields.

 The council approved amending the unified regulations for research ethics at Mansoura University and adopting them in their final form, reinforcing adherence to the standards and rules governing scientific research. It also approved the financial regulations for the mandatory internship year for veterinarians at the Faculty of Veterinary Medicine.

 The council approved, in principle, a cooperation protocol between Mansoura University, represented by the Faculty of Agriculture, and Al-Salhiya Investment and Development Company in New Salhiya City, Sharqia Governorate, to support cooperation between the university and production entities and to benefit from scientific and research expertise.

 The council also discussed the proposal submitted by the President of the Academy of Arts regarding the establishment of an "Arts Kiosk" at Mansoura University, according to joint implementation mechanisms between the Academy of Arts and the university, and reviewed the roles of both parties, the implementation steps, and the signing of the cooperation protocol. The council discussed several topics related to supporting and facilitating students at the start of the academic year. It approved the establishment of a 15-day exhibition of stationery, laboratory equipment, and engineering tools during the first two weeks of the academic year. This initiative, undertaken by the university, aims to support students and provide them with necessary supplies at discounted prices, in accordance with the regulations governing such exhibitions.

 The council also approved the proposed "Social Issues" course for the 2026/2027 academic year. This course will cover topics such as population growth and its impact on reproductive health, human rights, transparency and combating corruption, religious tolerance and the etiquette of dialogue, digital media literacy, an overview of ancient Egyptian history and the Grand Egyptian Museum, and professional legal education tailored to the specific needs of each faculty.
