Mansoura University Council approves resolutions to support students, prepare for the new academic year, and strengthen international partnerships

President of Mansoura University: The achievements of the 2025/2026 academic year are the fruit of collective work and a starting point for further development and excellence.

The Council approves the opening of the Central Transfer Office and adopts the rules for transferring continuing and new students for the 2026/2027 academic year.

The Council approves an increase in compensation from the Student Solidarity Fund and adopts preparations for the 2026/2027 academic year.

The Mansoura University Council held its 641st session today, Monday, July 27, 2026, chaired by Prof. Cherif Khater, President of the University, and attended by the Vice Presidents, Deans of Faculties, and Council members.

Prof. Cherif Khater opened the session by extending his sincere congratulations to President Abdel Fattah El-Sisi and the great Egyptian people on the 74th anniversary of the July 23rd Revolution. He emphasized that this immortal national occasion represents a pivotal moment in the history of the Egyptian state, embodying the values ​​of national pride, dignity, and independence, and establishing principles that contributed to building the modern Egyptian state.

The University Council mourned with deep sorrow the passing of Mr. Alaa Awda, the University Secretary General, praising his dedicated service and sincere efforts throughout his career. The Council prayed that God Almighty would grant him His mercy and inspire his family and loved ones with patience and solace.

The University Council also expressed its sincere thanks and appreciation to Prof. Mohamed Attia El-Bayoumi, Vice President for Education and Student Affairs, in recognition of his distinguished service and contributions to the University, on the occasion of the end of his term as Vice President and his reaching the legal retirement age. The Council also expressed its sincere thanks and appreciation to D Prof r. Mahmoud El-Gaeidy for his contributions and efforts during his tenure at the university, on the occasion of his reaching the legal retirement age. Prof. Cherif Khater presented him with the Mansoura University Shield in recognition of his contributions.

The University President thanked the Vice Presidents, Deans, Vice Deans, faculty members, teaching assistants, administrative staff, and all university employees for their dedicated efforts that contributed to the success of the 2025/2026 academic year.

He commended the spirit of teamwork and cooperation among the various sectors of the university and the resulting academic, research, medical, and service achievements, emphasizing that these accomplishments represent a starting point for further development and progress in the coming phase.

The University President also stressed the importance of completing routine maintenance work, upgrading the efficiency of buildings, facilities, classrooms, laboratories, and lecture halls, and reviewing all facilities and services to prepare all colleges for the 2026/2027 academic year and provide a safe and suitable learning environment for students. The university president emphasized the importance of early preparation for new student orientation plans, including orientation programs, student activities, scouting and community service initiatives, and student conferences. These programs aim to help students integrate into university life, develop their skills, and gain necessary experience.

He also stressed the need for full compliance with occupational safety and health requirements, taking all necessary precautions in light of current weather conditions, intensifying monitoring and awareness efforts, enhancing the readiness of university security teams, and continuing training and development programs to ensure a swift response to any emergencies.

The president affirmed the continued implementation of energy conservation policies across all university sectors and adherence to measures for improving energy and resource efficiency, supporting the state's sustainability goals and maximizing spending efficiency.

The council reviewed a report on the university's most prominent activities, events, and achievements during July and approved the report on the progress of the educational process in the university's colleges for July 2026.

The council continued its discussion of the agenda items and made several decisions related to education and student affairs, postgraduate studies and research, and international academic cooperation. The Council approved the awarding of academic titles and new appointments, including the appointment of two professors, ten associate professors, nineteen lecturers, and one fellow.

The Council also approved the annual report on the university's performance indicators, which is available on the unified government complaints system's electronic portal at the Cabinet.

Furthermore, the Council approved the report on petitions and complaints received by the university's Citizen Service Office from January 1 to June 30, 2026, and reviewed the report on measuring performance indicators and analyzing electronic complaints received from the unified government complaints system at university hospitals and medical centers during the same period.

In preparation for the 2026/2027 academic year, the Council approved the opening of the university's central transfer office and adopted the regulations for transferring current students in the regular study system and specialized programs. The Council also approved the rules for accepting transfers of newly admitted students holding the General Secondary Education Certificate and Arab and foreign certificates into specialized programs. This includes regulations for non-equivalent transfers for students nominated to university faculties or those holding a General Secondary Education Certificate from or residing in Dakahlia Governorate, within the limits of the minimum admission requirements. The Council also approved administrative transfers and the transfer of children of persons with disabilities, in accordance with the regulations governing the 2026/2027 academic year.

The Council adopted the achievements report of the General Administration for Postgraduate Studies and the achievements report of the General Administration for Research for the 2025/2026 academic year, as part of the university's efforts to develop the postgraduate studies and scientific research system.

In a step aimed at supporting students socially, the Council agreed to raise the value of the compensation grant for the guardian of a male or female student who died - God forbid - a natural death, from thirty thousand to fifty thousand pounds.

He also agreed to amend the regulations of the Student Solidarity Fund for Personal Accidents, by raising the value of compensation in cases of total or partial disability, as well as compensation for the guardian of a deceased male or female student - God forbid - to become sixty thousand pounds instead of forty thousand.

The Council agreed, in principle, to conclude a joint agreement to host postgraduate programs (master’s and doctoral) at Mansoura University at Tigris University Baghdad in the Republic of Iraq.

He also agreed, in principle, to conclude memorandums of understanding between Mansoura University, the East Bavarian Technical University in Germany, the Kalinga Institute of Industrial Technology in India, and Samarkand State University in the Republic of Uzbekistan, in a way that enhances scientific and research cooperation and supports the international academic presence of Mansoura University.
