The Faculty of Law at Mansoura University held a discussion Tuesday evening of the doctoral dissertation submitted by Palestinian researcher Abdullah Muhammad Abdul Ishtawi, entitled "Retroactive Effect in Public Law – A Comparative Study," via video conference, due to his inability to attend in Egypt under the current circumstances.
The discussion and evaluation committee included Prof. Cherif Khater, Professor of Public Law at the Faculty of Law and President of Mansoura University, as supervisor and chair; Prof. Basma Amin, Assistant Professor of Public Law at the Faculty of Law, Mansoura University, as a member; and Counselor Dr. Muhammad Saleh Hijazi, Vice President of the Administrative Prosecution Authority, as a member.
The discussion took place in the Dr. Al-Shafi'i Bashir Hall at the Faculty of Law, with the committee members in attendance. The researcher presented his dissertation topic and its study of retroactive effect in public law through a comparison of the legal systems under study. The approval to hold the discussion remotely stemmed from a request submitted by the researcher to the university. In his request, he explained his inability to attend in Egypt due to his presence in Palestine and the circumstances preventing his travel. He requested permission to defend his dissertation using videoconference technology via a platform deemed suitable by Mansoura University.
Following the completion of the standard academic and administrative procedures, the matter was presented to the Mansoura University Council, which approved holding the discussion remotely, enabling the researcher to complete the dissertation defense without needing to be physically present at the university.
After the discussion, the examining committee decided to award the researcher a doctoral degree with highest honors.
